Carina Miller is an enrolled member of the Confederated Tribes of Warm Springs Oregon. She served one term as an Agency District representative on the 27th Warm Springs Tribal Council. She has co-chaired the energy committee of the Affiliated Tribes of Northwest Indians and chaired the Native American caucus of the Democratic Party of Oregon. Miller has a Bachelor of Science in Ethnic Studies from the University of Oregon.

Currently, Miller serves as the Tribal Government and Stakeholder Relations Manager at Eco Trust of Oregon. In November 2025, she was elected to Chair the Columbia River Gorge Commission for the third time.

She resides on the Warm Springs Reservation in Oregon with her husband, Mitchell Lira, and their four children.
